Decision rules
Per-question
Resolves each sub-question of a Common Ground ballot independently.
The per-question rule has no single winner. Each sub-question is tallied on its own — more agreement than disagreement passes that question, otherwise it ties or fails — and the proposal as a whole is marked "recorded", with the meaning carried by the individual questions.
