Absence meaning
On consent ballots, whether silence counts as consent or is ignored.
For consent methods, this decides how to treat eligible members who do not vote. "Silence = consent" counts absentees as consenting (enabling near-unanimous decisions without full turnout); "ignore" leaves them out and applies quorum normally.
