Eligibility
Who may cast a counted vote — all members, or one or more committees.
Eligibility decides who counts. A voting type either opens the vote to every member, or restricts it to one or more committees — in which case anyone on any of the named committees may vote. Eligibility is only about voting: a proposal restricted to a committee is still visible to the whole community, so members can follow a decision they do not cast a vote in. It also sets the denominator, so a committee vote is measured against that committee, not the whole community. (Training, token, and reputation gates are planned but not yet available.)
