Decision rules
Majority approval
On an approve/reject vote, approve needs more than half of the decisive votes.
An approval rule judges a single proposal up or down: "approve" wins if it takes more than half of the decisive (approve + reject) weight. Abstentions and other options count toward quorum but not toward the share.
