Minimum consent
An optional floor of active agreement a consent proposal must clear to pass.
Consent lets a proposal pass with no active support as long as no validated objection stands. A minimum-consent threshold adds an optional floor: the consenting weight must be at least this share of the votes cast (agree + stand aside + object). Stand-asides count in the denominator, so it catches "too many people merely tolerated this." It is separate from quorum, which gates participation against all eligible voters; the default is zero (off).
