Outcomes
Not ratified
Passed the vote, but a ratification period declined or vetoed it — so it did not take effect.
When a proposal has a ratification period, a passed motion or elected result is held as provisional until it is ratified. If a facilitator declines a sign-off, or a veto is upheld, the outcome becomes "not ratified": it carried the vote but was not confirmed, so it does not take effect. This is distinct from "blocked" (a validated objection to the decision itself) and from "failed" (the vote did not carry).
